Vladimir Yakushev: We Assess the Performance of UIREC Positively

Vladimir Yakushev, Plenipotentiary Envoy of the Russian President to the Urals Federal District, held a regular meeting of the Supervisory Board of the Ural Interregional Research and Educational Center for Advanced Production Technologies and Materials. The meeting was attended by representatives of regional authorities and universities that are members of UIREC.

Vladimir Yakushev emphasized that the development of science and technology in Russia is given priority attention. Scientific and technological development is one of the national priorities. Technological sovereignty projects should become a driver for renewal of the Russian industry, help the economy to reach the advanced level of efficiency and competitiveness—this was mentioned by the President of Russia in his address to the Federal Assembly.

Research and educational centers, including UIREC, were created specifically to solve these problems.

“We assess the performance of UIREC positively. The Center has gained a good pace of development. Its portfolio now includes 57 projects, each with a defined implementation trajectory,” Yakushev said. “A number of projects have already been successfully completed, there are examples of implementation in mass production. The completed projects are being replaced by new ones. They involve the creation and prompt introduction of import-substituting technologies and products. The rotation of projects proves the viability of the Research and Educational center, its focus on quality research and emphasis on the final result”.

The Supervisory Board of the Ural Research and Educational Center included five new projects in the Center’s portfolio: “Creation of an Electric Propulsion System for Prospective Transport Unmanned Aerial Vehicle of Ultra-short Takeoff and Landing with Hybrid Propulsion System” (SPA Android Technics JSC), “Development of Design Solutions for Shut-off and Control Equipment for Use in Mining Machinery and Equipment” (Gidront LLC), “Creation of Firewall for Industrial Networks with Hardware traffic Filtering Module” (KIT LLC), Design and Development of Components for Advanced Aviation Equipment (UZGA JSC), “Development of XRT Separator for Enrichment of High-Contrast Ores and Non-metallic Minerals” (Aksalit).

Regions are actively involved in the activities of the Ural Research and Educational Center. In addition, the center annually receives federal grant funds, most of which are used to implement technological projects. Industrial partners make a serious contribution to the work: almost 80% of the total funding of the activities is provided by extra-budgetary sources. Companies have also joined the educational programs of the REC. Last year, almost 1.5 thousand people were trained under the joint programs.

The participants of the meeting summarized the results of the UIREC’s work over the last year, discussed the progress of the Center’s projects and discussed the objectives for the next period.

Victor Koksharov, Chairman of the UIREC’s Governing Board, Rector of UrFU, noted that the Сenter successfully met all the annual targets.

“All indicators have been overfulfilled and have a sufficient margin in the percentage of fulfillment. Technological projects of organizations have received accelerated development,” said Victor Koksharov. “The Center creates conditions for achieving world-class scientific and technological outcomes, partially through the expansion of interregional cooperation. It is also very important that the problem of accelerated training of highly qualified personnel for the participating companies is being solved. The organizations, which are members of the Center, note the positive effect of UIREC’s educational programs”.
